Backstory of your citizen and how he got to be a City Administrator(6 paragraphs with immaculate grammar):
A young Zachary Thompson was born 18 years before the 7 hours war in a small town located in New Jersey, America. He was born to a strict family who was always up to date with the political events of the world. When he went to elementary school he excelled in both his history and English class. He lacked a little in Math but caught up as he went along. When he was in the 5th grade, he got bullied by this kid and the kid punched him, causing a scar on his lip that will stay there forever. Once he was about to graduate to middle school he got his final report card in number grades: Math:76 Science:87 History:100 English:99. His bright future as a great politician began.
In middle school, he joined the debate team. He completely destroyed people when it came to debating about politics. In the 7th grade, he got this topic: Dictatorship vs Democracy. He was supposed to defend dictatorship. He began studying all of the great dictators in the world such as Napoleon Bonaparte and Adolf Hitler. He studied Adolf Hitler most of all, he was amazed on how much power a speech can get you. In the debate, he barely gave his opponent a chance to speak. His teachers were amazed, they convinced him to join the student council.
Unfortunately for him, he joined in the 8th grade, which was the last year for him. He didn't get that far in the council. When he graduated to High School, he found out there was no student council in that school, so he joined that schools debate team. He made it through the school level like a flash, it got to state level which was a little bit harder for him. He got it to country level, he got knocked out when he was supposed to defend this topic: Presidents vs King. He was supposed to defend President, but sad for him he was more into dictators than presidents. When debate was over, it was a normal life of a high schooler. Again he excelled in his history and English class.
He applied and got into the Ithaca college in New York. There he was working for a major in politics. Unfortunate for him, thats when the 7 hour war hit. After those 7 horrifying hours, he got sent to city 23. There he studied and learned about the Universal Union. He was amazed on how big they were and how forceful they were. He enjoyed the speeches the current City Administrator made. He wished he was one of them. He started to work as hard as he could to get noticed by the Union. His hopes faded when he was sent to the industrial part of city 17 because city 23 was becoming overpopulated.
Once arriving in city 17's industrial , his hope of becoming the administrator came back when he got some loyalist points because he reported a rebel location. He wrote some letters to the current administrator about many multiple problems. The administrator wrote back saying that they were already being taken care of. After a month, only a few of the problems were fixed. The main was on how to prevent the rebels from gaining more people for their cause. Zachary had a solution. Instead of speeches about the Universal Union itself and on how it was "protecting the people", Zachary decided to do speeches on how they were acting, what they were actually doing to protect the people. He did his own peaches in private at first, only letting a select few listen in. Zachary didn't have a lot of material for his speeches because he wasn't part of the Universal Union.
One of the select few people reported his speeches and they reached the current administrator, she was pleased and shocked at the same time. She didn't like how he was doing her job but was glad he was convincing people for the Universal Union. She was assassinated a few days later. In her final letter, she wrote that she recommended the man named Zachary Thompson to be the next administrator when she died. The Universal Union accepted the recommendation and made Zachary the new Administrator. After 5 long years in studying politics, he was finally in a place of some political authority.

Reason for joining the City Administrator Bueroe(3 paragraphs with immaculate grammar):
I wish to be a CA because he is a very good public speaker. During my years in debate, I barely stumbled or stuttered on his words. I can speak fluently publicly and can convince people very easily. I know whats it like to convince people because thats what I basically did all my life. I excelled in English class which improved my writing skills.
Also, I was preaching about the good wills of the Universal Union to the people of the industrial city 17. Many people followed and enjoyed my speeches. I hope if I became the administrator, people would again follow my speeches and follow what the Universal Union says. I do not enjoy any sort of rebellion and with my public speaking skills, I may stop people from wanting to rebel or resist.
I know what city 17 industrial looks like. It is basically one huge slum. I wish to also lead the citizens to help clean up the city and make it a safer environment for all. I also wish to lead people to build that unfinished building, so there would be more living spaces inside the city. I only want to help the city but I cant in my current position at just a citizen. By making me City Administrator I will make City 17 a safer place for the citizens and Combine alike.

Hello, I am your new City Administrator, Zachary Thomas. I am here to help you make city 17's industrial district a safer place for all. If you see any sort of resistance or rebel propaganda, report it immediately. Leaving it there will only lead to trouble down the road. If you spot a rebel report what he looks like to a local combine unit. If you know his name, that would be great too.
Now, you see all of that trash lying around everywhere? Pick it up and throw it in the trashcan. Picking up the trash will keep City 17's industrial district clean and safe. Less mice and other disease spreading animals wont be so common because there is less trash around for those critters to nibble on. If you spot anything suspicious in a trash pile, remember to report it to a local unit.
Tired of seeing that half built building in the slums? I recommend a group of you get together and ask a combine unit if you can help build it. Having that building built will only give the people more living space. You wont be so clumped up together. Also, it will be a good way to show to combine you are loyal.
As your new City Administrator, I vow to make city 17 a sanitary and safer place for all. I will make sure there is less violence on the streets and more space for us all to live. I must add this:
Why go into the sewers? Those tunnels are full of trouble. Most people who go in there are never seen again. It will only lead to more trouble and violence down the road. Thank you for listening and have a great day.
