Perhaps you could adjust 04 and 03? I don't want my units amputating civvies left and right. Maybe make it that 04 can issue level 3, 03 can issue level 2, and 02 can issue 1. Make sure that 04-03 are only to be authorized to issue 2-1, and 01+ can authorize it.
