Outlands Application Inquiry.

Hello. I'm MEATLOAF. I like outland server.
It has come to my attention that I'd like to apply to get an OTA character. But I'm unsure how exactly to go about doing it.

From in-game sources I've been told that the OTA is no high-ranking MPF. My logic into thinking that's so is according to the wiki Overwatch elites are described as being heavily genetically modified humans, implying they were a simple MPF at first then modified using combine technology to become Overwatch(or at least that's the way I interpreted it.)

It has also come to my attention that some of the cut content of the Half Life 2 universe has not made it onto this server, such as conscripts. Conscripts were old military units that were forced into combine service, but through the course of HL2 they'd break away into resisitance.
Why the rant about conscripts? Because it has come to my attention that another section of the wiki, namely the Nova Prospekt section, mentioned a relevant concept. This concept was that within Nova Prospekt's confines the combine would turn ex-military into overwatch. Therefore, if I were to write a bio about an ex-military guy turning OTA, it would make plenty of sense.

But the greatest of all questions that arise as I read throughout this forum determining how to go about applying for OTA is......
Is it OOC/forum or IC application?
-if OOC/forum, where would such an application go?

Also, completely irrelevant to the whole Overwatch speil....
One of my characters has recently been inaugurated into the MECH resistance branch. I'm wondering how I go about getting p e t flags for him. I do not intend to abuse, I've been proven responsible with my p e t on the city server on my combine character. I intend to use the p e t flags to spice up my passive roleplay.

I'm Wraith, Jak is Mar, Jim is Doc, I lead OTA/Vort/Misc, and Jak and Jim lead the rebels/civilians. Jak and Jim are both owners, I am head admin. I understand it could be a little confusing.

Ya see I had the wrong perception, thought Doc was somebody else entirely. I'll try to get in touch with them when I can to get this figured out. I also realize I'm the only other MECH besides Wraith... does that mean if I prove useful I'll be the first journeyman?
