THE DIFFERENCE BETWEEN REBELS AND RESISTANCE: The resistance are simply people who create unrest and rile people up. There are many people who are part of the resistance.
The rebellion are people who take up arms and try to forcefully overthrow the rulers. Rebels are few and far in-between.
There are several rebel groups out there, its all a matter of finding them.
Looking to stir up trouble? The two main rebellion leaders are 'Scout' and Dave Trotsky. Both of these people have a high bounty on their heads and the MPF offer huge rewards for anyone who can capture them.

To make your own rebel faction, you just have to RP it. get a group of citizens and roll with it. And yea, let me add you in jak.

FACT-FACT-FACT A good rebel/resistance group is a rebel/resistance group NOONE knows about. The quieter you are, the stronger you are. Don't go around plastering "LOL WOLFS WAS HERE FUK DA CUMBEANS" that's annoying.

If I may add this. Rebels/Resistance don't going around shooting up Civil Protection or anyone affiliated with the combine. If you're looking for tons of action you should go elsewhere, though there will be a bit of action the main thing you'd be doing is gathering supplies, recruiting, and generally staying out of sight. As Vandal stated above, the second the combine come aware of your presence its all over for you.
TL:DR- Avoid the combine, gather supplies, and recruit members until you have a strong alliance
*TIP* Don't just go off recruiting everyone you see, some citizens known as loyalist WILL report you.

I agree. Scout is a hardcore psychopath rebel, not even part of an organization.
